FINAL DECLARATION OF TRIPOLI ON THE FIRST MEETING OF THE “NGOS INTERNATIONAL CONTACT GROUP ON LIBYA”

Under the slogan: Hands off Libya   On 17 and 18 April 2011, was held in Tripoli, the first meeting of the NGOs International Contact Group on Libya, organized jointly by "Stop War Foundation”, the National Organization of Libyan Youth, the Economic, Soc...ial and Cultural Council at the African Union, the Arab and African Youth Union, the African Youth Forum for Peace and the African Youth Union and the participation of political parties, organizations and associations from 17 countries to discuss and study the reality of the situation in Libya.   The meeting was held under the sponsorship of the International Humanitarian Modern Consciousness, which stresses the necessity to protect the Libyan civilians and to relieve them from suffering due to the repeated air strikes by NATO and its allies.   1. The participants confirmed that the NGOs International Contact Group on Libya will provide the necessary support and will be the main contact point for the Libyan people, as well as, to coordinate the efforts to mobilize the international public opinion, and reveal the truth about the events in Libya and to set up mechanisms to stop the aggression against Libya. 2. The participants condemned in greatest terms the resolutions of the so-called "London Conference in support of the Libyan people," noting that such resolutions are illegitimate and illegal because they come from aggressive entities which are not authorized by the Libyan people to speak on their behalf.   Regarding the Security Council resolutions 1970 and 1973, participants stated the following:   3. The participants reiterated their determination to denounce the falsity of these unjust resolutions, and all they generate as oppression against the Libyan people and its leadership under the false pretext of the so-called "protection of civilians" and that these resolutions were taken as a pretext to justify the NATO airstrikes against the Libyan people, its land and its oil wealth in order to colonize and control its natural resources. 4. In the same context, the participants stressed the necessity to cancel these resolutions because they violate international laws, and to put an end to airstrikes in which Libyan civilians are exposed in the Libyan cities.   The participants called for the restoration of electricity supply service, water, gas and food in all regions where armed gangs have prevented the Libyan authorities to get access to, and also to provide assistance to these same regions.   5. The participants also reiterated their rejection of Resolution 1973 of the Security Council which is considered a flagrant interference in the internal affairs of a free and sovereign country. 6. They also said that the solution in Libya will not be through unjust military intervention but rather by a political solution which is the only mechanism capable of safeguarding national security, stability and a sovereign Libya, and establishing permanent peace in Libya. They confirmed their full commitment to the sovereignty, independence, security and territorial unity of Libya. 7. They appealed to the United Nations and its bodies to immediately abandon the policy of double standards in dealing with similar crises in other parts of the world in a way that serves the interests of former colonial and modern states. They also urged the Secretary General of the UN to reconsider the mechanisms of these resolutions to help define the aspirations and wishes of the people against the strategies of Western powers. 8. The participants stressed that the system of Jamahiri government is chosen by the Libyan people to establish their own system away from traditional systems known, and Muammar Gaddafi is not a president of a traditional state but rather a guide and a symbol for the Libyans. The participants also stressed that what is called the false " Transition National Council" is an illegitimate entity which does not represent the people of Libya, due to its formation and establishment have been performed through some means far from democracy and transparency. The participants support the right of the Libyan people to live on their land with dignity, according to their acceptance of the system of government in a manner that ensures the realization of their ambitions. The participants expressed their readiness to support the achievement of such aims. 9. The participants agreed on the necessity to continue in providing all forms of support for the Libyan people and develop the delivery of humanitarian aid to the various damaged areas by the Western aggressive airstrikes. 10. The participants agreed to establish a mechanism to deploy their efforts to discover the dimensions of the conspiracy that has been fabricated against the Libyan people and Leadership, and to act at the global level in order to clarify the truth for the international public opinion through meetings and press conferences. 11. The participants have shown that all acts of NATO, EU and others to provide a so-called humanitarian aid are merely offers of suspected purposes, aiming to cover a supply of weapons to armed gangs in the Libyan cities to ensure the continuation of such armed movements in a way that achieves the goals of NATO and the EU. 12. The participants expressed their support for the initiative offered by the African Union to restore peace in Libya. 13. The participants of the Contact Group expressed their gratitude and appreciation to the National Organization of Libyan Youth and the Foundation of "Stop the war" for their invitation and hospitality of the meeting, stating the need to meet for a second meeting in the near future at a venue and date that will be specified later.   Issued in Tripoli April 18, 2011 Afficher la suite
